The Japanese, PRC, and ROK governments held their first trilateral cyber security dialogue at working-level in Beijing. It has been almost six years since the three countries agreed to enhance cyber security cooperation in the Action Plan for Promoting Trilateral Cooperation, released after the summit meeting in December 2008. The cyber security dialogue was led by Akira Kono, Japanese Ambassador in charge of Cyber Policy, Fu Cong, PRC Coordinator for Cyber Affairs, and Choi Sung-Joo, ROK Ambassador for International Security Affairs. The Japanese delegation included officials from the Ministry of Defense and Ministry of Internal Affairs and Communications. The second meeting will be held in the ROK in 2015.

At the first meeting, each government introduced their cyber security strategy and policy and discussed international efforts for cyber security at multilateral venues such as the United Nations Group of Governmental Experts and ASEAN Regional Forum. The three governments agreed to continue discussions through their diplomatic channels and explore specific areas of cooperation in order to keep the Cyber Dialogue going. According to the referenced Nihon Keizai Shimbun article dated October 21st, 2014, the Japanese and ROK governments are trying to encourage the PRC to decrease cyber-attacks but also to avoid naming and shaming by attribution.
