  • April 15, 2013: In Tokyo, Prime Minister Abe and NATO Secretary General Anders Fogh Rasmussen signed the Joint Political Declaration and referred to cyber defenses as one of potential cooperative areas for Japan and NATO. (footnote:1)
  • October 28, 2013: Foreign Minister Fumio Kishida met with Ms. Catherine Ashton, High Representative of the Union for Foreign and Security Policy and Vice President of the European Commission in Tokyo and expressed Japan’s interests in deepening cooperation on cyber security with the EU.   • May 5, 2014: Prime Minister Abe and French President Francois Hollande met in Paris and agreed to launch a bilateral cyber security dialogue. (footnote:3)
  • May 6, 2014: Prime Minister Abe and NATO Secretary General Rasmussen met at the NATO Headquarters, Brussels, and signed the Individual Partnership and Cooperation Programme between Japan and NATO, agreeing to cooperate on cyber defenses and sharing lessons learned. (footnote:4)
  • May 7, 2014: Prime Minister Abe, European Council President Herman Van Rompuy, and European Commission President Jose Manuel Durao Barroso met in Brussels for the 22nd Summit between the EU and Japan, and agreed to launch an EU-Japan Cyber Dialogue. (footnote:5)
  • October 6, 2014: the first meeting of the Japan-EU Cyber Dialogue was held at the Japanese Ministry of Foreign Affairs (MOFA), Tokyo, to discuss their perspectives of international norms in cyberspace and their efforts to tackle with cyber crimes and build capacity. The meeting was co-chaired by Akira Kono, Japanese Ambassador in charge of Cyber Policy, and Joelle Jenny, Director for Conflict Prevention and Security Policy, European External Action Service (EEAS). Participants are from the Cabinet Intelligence and Research Office (CIRO), Ministry of Defense (MOD), Ministry of Economy, Trade and Industry (METI), Ministry of Internal Affairs and Communications (MIC), MOFA, National Information Security Center (NISC), National Police Agency (NPA), National Security Secretariat, and EU.   • October 28, 2014: Japanese Defense Minister Akinori Eto met with Finish Defence Minister Carl Hag-lund at the Japanese Ministry of Defense, Tokyo, and they agreed to launch a working-level dialogue to discuss cyber defenses and regional affairs. (footnote:7)
  • December 12, 2014: Based on the agreement made during the Japan-France summit meeting in May 2014, the Japanese and French governments held a cyber dialogue in Paris to discuss what kind of bilateral cooperation they would pursue such as the protection of critical infrastructure, establishment of international norms, and support for capacity-building. The Japanese delegation included the MOFA, CIRO, NISC, National Security Secretariat, NPA, MIC, METI, and MOD.(footnote:8)
  • December 17 and 18, 2014: Based on the agreement made during the Japan-Estonia summit meeting in March 2014, the Japanese and Estonian governments held a cyber dialogue in Tallin to discuss what kind of bilateral cooperation they would pursue such as the protection of critical infrastructure, establishment of international norms, and support for capacity-building. The Japanese delegation included the MOFA, CIRO, NISC, National Security Secretariat, NPA, MIC, METI, and MOD.(footnote:9)
