On April 15, 2014, the Liberal Democratic Party (LDP)’s cyber security committee submitted a proposal for better cyber security to Chief Cabinet Secretary Yoshihide Suga. The party emphasized the necessity of establishing a basic law for cyber security, especially to prepare for the Tokyo Olympic games in 2020.(footnote:1)
The document also recommended that the Japanese government should make a new law to give more legal authorities to the Information Security Policy Council and its secretariat, the National Information Security Center (NISC). The LDP argued that the new legislation should require the head of each ministry and agency to submit necessary information to the council in order to make the council as the command of cyber security for Japan.(footnote:2)
On the same day, the LDP and another ruling party, New Komeito, decided to launch a working group for better cyber security. The working group will discuss what legislations need to be revised and how much budgets are needed for cyber security measures.(footnote:3)
