Facing the increasing number of cyber espionage cases and online banking frauds, the Japanese National Police Agency (NPA) launched a cyber security command on April 1, 2014, which marks the beginning of Japan Fiscal Year 2014. The agency aims to overcome the stovepipe by the new organization, which oversees all of the departments including Criminal Investigation and Security Bureaus. Deputy Director-General and new Counsellor for cyber security will take the lead. The command has about a dozen staff members to take the rein of cyber crime investigation all over Japan, craft a unified cyber security strategy and also a guideline for education and training, and enhance cooperation with the industry and foreign intelligence communities.
