On November 11, 2013, Anonymous posted a target list on pastebin (http://pastebin.com/gkgVydD2). The list covers 22 Japanese organizations. Most of them are Japanese governmental organizations such as the Cabinet Office, National Police Agency, Lower House, and Upper House, but the list also includes Taiji Town, Wakayama Prefecture, western part of Japanese mainland, which is known for its dolphin fishing. The UK calls November 5th Guy Fawkes Day to commemorate Guy Fawkes, and November has special meaning to Anonymous members. They hold rallies all around the world and some of them announce cyber operations. (footnote:2)

Although the original list does not cover it, #OpKillingBay official twitter announced on November 15 that the website of the Japanese embassy in Washington DC was compromised. Also, later on that day, Anonymous tweeted that they would “leak Japanese Embassy employee data.” According to a twitter feed dated November 16th, they will post data on the Japanese embassy on December 1.
