On August 29, the Japanese National Police Agency (NPA) announced that the agency would reorganize itself to bolster its capabilities to counter cyber crimes next fiscal year. First, the NPA has Deputy Director-General for Cybersecurity Strategy focus on cybersecurity although he currently has to serve as Deputy Director-General for Policy Evaluation as well. In addition, the agency will make a new position, Deputy Commissioner, which is equivalent to Division Chief. The two will be the focal point to consolidate all the information that the NPA and local police departments have for their cyber crime investigation and coordinate interactions with the academia and industry.
On July 2, 2012, the NPA announced that they would establish a new post, Deputy Director-General for Cybersecurity Strategy, because cross-sectional efforts are indispensable to counter cyber threats. Motohisa Suzuki, Deputy Director-General for Policy Evaluation, starts holding the additional post on July 4. He is in charge of policy planning based on information channeled by each bureau and serves as a point of contact for private companies and foreign investigation agencies to cooperate together.
Second, the National Police Academy will establish the Center for Cybersecurity Research and Training to research new technologies used for cyber-attacks and crimes such as malware. The Center also provides training for all investigators.
The NPA included approximately 2.6 billion yen (2.65 million USD) for cybersecurity in its Fiscal Year 2014 budget request including equipment for cyber crime investigation and analysis and education and training. The agency also asked to increase the number of investigators by 77.
