After Japan and the ASEAN signed the Framework for Cooperation between Japan and ASEAN in the Information Security Field in February 2009, the Ministry of Internal Affairs and Communications (MIC) started to hold Information Security Workshops in 2010, inviting ISPs in Japan and ASEAN countries. The framework serves as a medium to long term strategy for information security. The Japanese government hosts seminars on how to introduce information security governance and provide assistance for technical development and education/training. (footnote:1)
Between August 14th and 15th, 2013, the MIC hosted a Japan-ASEAN Information Security Workshop in Tokyo, inviting Japanese and ASESAN ISPs. They discussed how to cooperate together to counter cyber-attacks, how to accumulate, share, and use expertise of cyber defenses, how to educate/train experts, and how to provide textbooks for education/training. According to the Nihon Keizai Shimbun online on August 10, about 40 ISPs in Japan and ASEAN countries will establish a database to share information on cyber defenses by type of cyber-attacks such as website defacement by the end of next March. The newspaper believes that the governments will reach an agreement on the database at the workshop. (footnote:3)
