On May 28, 2013, Prime Minister Shinzo Abe hosted a Cabinet Meeting to Counter Crimes and adopted the Basic Policy for New Action Plan to Realize a Crime Resilient Society. The Japanese government plans to establish a new action plan by the end of December. Prime Minister Abe argued that citizens face grave threats such as cyber-attacks and crimes and they are worried about the public safety, even though the number of criminal offender arrests had been decreasing.

One of the three pillars of the action plan is the establishment of the safest cyberspace in the world. More specifically, the Japanese government seeks to strengthen cooperation with the industry and overseas, enhance the capability to counter cyber-attacks such as cyber crimes using Internet anonymity tools, improve information collection and sharing, and expand educational opportunities for citizens. Yet, the document dated May 28th does not explain how to recruit, educate, or train those who support the aforementioned activities.
