Mr. Tadashi Onodera, KDDI President and Chairman, submitted a proposal to the council and requested to hold meetings on a regular basis in order to keep the public, private, and academic sectors informed about ever-changing cyber threats. He also suggested the government notify citizens of what kind of cybersecurity-related educational opportunities are available rather than focusing on stovepipe efforts to train in-house people. He pointed out that further deregulation and new guidelines are indispensable to create a new industry to take advantage of cloud computing and big data and to stimulate the economy.

The Information Security Policy Council held the first meeting under the second Abe administration on February 22, chaired by Chief Cabinet Secretary Yoshihide Suga. He stated that Prime Minister Abe had ordered him to craft a new strategy to replace the Information Security Strategy for Protecting the Nation by summer of 2013. Participants agreed to make an outline of the strategy by the end of this May. (footnote:ⅰ) The current strategy will expire in the end of March2014. Japanese fiscal year starts on April 1 and ends on March 31.

Participants also discussed how to enhance the capability to counter cyber-attacks and update what had been done during Information Security Awareness Month (February). The meeting adopted a guideline to set safety standard for critical infrastructures’ information security (third edition), which was revised after the Great East Japan Earthquake in March 2011.

He pointed out that further deregulation and new guidelines and legislation are indispensable to create a new industry to take advantage of cloud computing and big data.
