As cyber-attacks increases against industrial control systems (ICS), overseas users started to request security evaluation/certification in 2010 before they import Japanese ICS. According to the Ministry of Economy, Trade and Industry (METI)’s survey, 51 percent of Japanese ICS vendors were asked to provide security evaluation/certification in 2011. Japan, however, does not have either facility to test ICS security or organization to provide security evaluation/certification. Thus, the Ministry decided to offer a subsidy in Japan Fiscal Year 2011 to develop new technology to reinforce ICS security. The Control System Security Center (CSSC) based in Tokyo won the bid and is now building the Test Bed in the Miyagi Reconstruction Park, Miyagi Prefecture. The Test Bed aims to provide a facility to test ICS security and evaluate the impact of incidents by the end of JFY 2012.
The METI launched this project to promote IT related-research and development and help the northern part of Japan to reconstruct after the triple tragedy of the Great East Japan Earthquake in March 2011. The Miyagi Reconstruction Park held the opening ceremony on December 20, 2012. Sony provided its idle plants. As of today, 21 organizations have moved in, including Toyota Motor East Japan and Tohoku University. Since the occupancy rate is merely 41 percent, the Park still accepts residents.
As of October 1st, the CSSC has thirteen members. They are: Azbil Corp., Fuji Electric Co., Ltd., Hitachi Ltd., Information-technology Promotion Agency, Mitsubishi Heavy Industries, Ltd., Mitsubishi Research Institute, Inc., Mori Building Co., Ltd., National Institute of Advanced Industrial Science and Technology, NRI Secure Technologies, Ltd., Omron Corp., Toshiba Corp., Toyota InfoTechnology Center Co., Ltd., and Yokogawa Electric Corp.
