September 13:
The Honker Union of China: The Honker Union of China, the Chinese largest hacker group, claimed on its website, “The nationalization [of the Senkaku islands] means the declaration of war,” and listed over 100 websites of Japanese governmental organizations, the Tokyo Metropolitan government, financial institutions, electronic companies, and media on September 13. Another website of the Union argues that they should target the website of the Japanese Ministry of Defense and provides a DDoS tool kit and video instruction to use it.

September 14:
Website defacement (Supreme Court): In the evening on September 14, the website of the Supreme Court was defaced to the image of the Senkaku Islands with a Chinese flag. A message reads in Chinese, English, and Japanese, “The Diaoyu Islands are Chinese. You get out of the Diaoyu Islands!” The Supreme Court has not found out when it was defaced and suspended the operation of the website to investigate the cause.

After the defacement, the websites of High Courts, District Courts, and Domestic Relations Courts across the nation are still not operational as of the evening on the 18th. It means that online users cannot use the system to search judicial precedents and refer to samples to fill in requisition forms. The Supreme Court explains that it takes time to find out the cause.

DoS attacks (Sumitomo Mitsui Banking Corporation): A Sichuan hackers group, Anti-Japan Union  Sichuan, started to launch DoS attacks on the web server of the Sumitomo Mitsui Banking Corporation, calls for joining the group, and provides a tool kit online.


September 15:
Website defacement (Health insurance association for Nihon Keizai Shimbun): On September 15, Nihon Keizai Shimbun announced that the website of its health insurance association was defaced around 9:30am on September 15 and the association closed the server of the website 40 minutes later. The website showed a Chinese message, “Don’t invade the Chinese Diaoyu Islands!” and a Chinese flag. Nihon Keizai Shimbun is now investigating the cause but has not found out any leak of personal identifiable information. As of 1pm on September 15, no damage to the other websites of Nihon Keizai Shimbun had been reported. Although the Nihon Keizai Shimbun is one of the targets listed by the Honker Union of China, it is still unknown who was involved in the defacement.

Website defacement (Tohoku University Hospital): Sankei Shimbun found out on September 19 in its interview with the Tohoku University that the website of the Tohoku University Hospital was defaced to include a Chinese message, “The Diaoyu Islands belong to China.” A university official noticed the defacement around 8am on September 15. The defaced website also displayed Chinese flags and also an English message, although it was not released to Sankei Shimbun.

Website defacement and PII leak (Tokyo Institute of Technology): On September 19, the Tokyo Institute of Technology announced that the website of its World Civilization Center had suffered cyber-attacks and it had resulted in the leak of personal identifiable information such as the names, addresses, email addresses, and telephone numbers of 1,068 attendees (elementary and middle school students) to an event called “Science Club 2012” held by the Center. The server had unauthorized access at 1:26am on September 15. The Institute found out the defacement around 7:30am when a student reported it. They cut off the Center’s website from the one of the Institute at 10:45am and shut it down at 8pm.

According to the Institute, the website teemed with a Chinese flags after the defacement, although it is unknown if this is related to the ongoing anti-Japan protests in China after the nationalization of the Senkaku Islands by the Japanese government. Even though a short message was posted above the images of Chinese flags, it was garbled and the Institute was not able to read it. The website has been closed.

DDoS attacks (Ministry of Internal Affairs and Communications): On September 19, Internal Affairs Minister Tatsuo Kawabata announced at a press conference after a cabinet meeting that the website of Statistics Bureau of the Ministry of Internal Affairs and Communications (MISC) had suffered cyber-attacks. A large amount of accesses led to intermittent difficulties in browsing the website six times and for seven and a half hours in total between the 15th and the 19th. According to the Ministry, 95 percent of accesses between 2:50pm and 3:30pm on September 16 is from China and this is probably due to DDoS attacks. Online users can browse the website without any trouble now. The Honker Union of China listed up its targets online and the Bureau is one of them.

“The Senkaku issue has triggered a large amount of accesses from China and caused the website unavailable for the public for a while,” Minister Kawabata argued. “Other organizations also have suffered website defacement. Japan is now under cyber-attacks and these facts are alarming,” Minister Kawabata added.

Website defacement (Kitami Institute of Technology): The website of the Department of Biotechnology and Environmental Chemistry of the Kitami Institute of Technology was defaced to display a Chinese message, “Japan, get out of the Diaoyu Island” and also some English words, which do not make any sense. It was probably defaced due to unauthorized accesses from overseas around 11:30pm on September 15. The Institute found it out in the afternoon on the 18th after a local citizen reported it, and shut down the website to restore. The website is still unavailable to the public as of September 27th.

Temporary shut-down of the website (Nara National Research Institute for Cultural Properties): The Nara National Research Institute for Cultural Properties, Nara City, announced that they temporarily shut down the website on September 15 after they found some vulnerability. The institute plans to make it available to the public again in early October. They have not suffered any incident including website defacement yet.


September 16:
DDoS attacks (Japan Airlines): The website of the Japan Airlines to reserve tickets faced difficulties in loading for about two hours after 8:30pm on September 16, due to a large amount of accesses from China. At late evening on the 16th, the website recovered. The JAL Public Relations office says, “This might have been triggered by the Senkaku issue and we are now investigating the cause.”

Cyber-attacks (Tokyo Metropolitan Government): Governor Shintaro Ishihara revealed at a press conference on September 21 that the website of the Tokyo Metropolitan Government suffered unauthorized accesses about 150 million times between September 16th and 17th. The website has faced intermittent difficulties in browsing. The Government reported it to the Metropolitan Police Department on suspicion of forcible obstruction of operation. Usually, the number of daily visitors to the website is around 200,000 to 300,000 on average. According to the administration office of the Government, malicious actors tried to access the website without using search engines. The Government successfully got rid of those acceses before they become connected. The website was not defaced.


September 17:
Website defacement (Nara City Tourist Association): On September 18, the Nara City Tourist Association announced that one of the webpages was defaced to include a message to claim that the Senkaku Islands are a part of China around 5:45pm on the 17th. The webpage is to introduce festivals held in Nara City but was defaced to show a satellite image covering both Japan and China and the Chinese message in red. A company that administrates the website found it out around 1am on September 18 and deleted the image. This has not caused any trouble with browsing the website.

The Association has already consulted with the police through the municipal government, given the possibility of cyber-attacks. The police are now investigating the cause.

Browsing difficulties (Higashi Nippon Bank): The Higashi Nippon Bank announced on September 20 that its website tentatively faced browsing difficulties between late evening on September 17 and morning on September 18, 2012, due to massive accesses from oversea. As of the 20th, the website is already restored and fully available now. Tentatively crippled services are: Internet Banking Service for individuals, Internet Banking Service for Companies, and Nigashi Nihon My Page (service to check your account activities.


September 18:
Website defacement (small companies and restaurants): According to a Yomiuri Shimbun article dated September 19th, some of the defaced websites belong to small companies and restaurants. A hair salon in Annaka City, Gunma Prefecture, found its website was defaced to include a message, “The Senkaku Islands are owned by Japan but Japan itself is owned by China.” The owner of the hair salon was puzzled and commented an interview with Yomiuri Shimbun, “I do not know what to do.”


September 19:
Website defacement (Tokai Nichinichi Shimbun): The website of the Tokai Nichinichi Shimbun was defaced to show an image of probable Senkaku Islands, on which a wind-whipped Chinese flag is around 1am on September 19. Chinese and Japanese messages claim that Diaoyu Island belongs to China. The newspaper tentatively shut down the website to restore in the morning after realizing the unauthorized accesses and the website became available again around 9am on the same day.

Statistics released by the National Police Agency: According to the press release of the National Police Agency (NPA) dated September 19th, at least 11 websites, including the ones of the Statistics Bureau of the Ministry of Internal Affairs and Communications and governmental Internet TV, have temporarily suffered browsing difficulties. Also, at least eight websites, including the one of the Supreme Court and Tohoku University Hospital, have been defaced to display the image of a Chinese flag/flags and a message to claim that the Senkaku Islands belong to China.

The NPA is aware that the Honker Union of China listed up about 300 names of Japanese governmental organizations and critical infrastructure companies as targets. 4,000 online users participated at the maximum in Chinese major chat websites including the YY Chat to post cyber-attack manifestos and cyber-attack tools.

The 11 websites, which faced browsing difficulties, reportedly include the one of the Ministry of Defense, banks, and electric power companies. They were probably DDoS attacked.


September 20:
Press Conference by Chief Cabinet Secretary: On September 20, Chief Cabinet Secretary Osamu Fujimura emphasized at a press conference, “The Japanese government is strengthening information security countermeasures” as websites of the government and private companies suffer cyber-attacks after the Cabinet decided to purchase and nationalize the Senkaku Islands.


September 21:
The partial restoration of website (the Supreme Court): The website of the Supreme Court partially became available after the seven days, but a part of the system including the one to search judicial precedents still remains unavailable due to restoration work. Investigation revealed that cyber-attacks on the website used Chinese IP addresses. The Public Relations Office of the Supreme Court said, “Massive unauthorized accesses still came in when the website was closed. We stay vigilant.”


September 24:
The partial restoration of website (the Supreme Court): The website of the Supreme Court partially became available after the seven days, but a part of the system including the one to search judicial precedents still remains unavailable due to restoration work. Investigation revealed that cyber-attacks on the website used Chinese IP addresses. The Public Relations Office of the Supreme Court said, “Massive unauthorized accesses still came in when the website was closed. We stay vigilant.”


September 25:
Press Conference by Chief Cabinet Secretary: On September 25, Chief Cabinet Secretary Osamu Fujimura referred to a series of cyber-attacks which have been ongoing since the 14th. “It is a critical mission for our nation’s crisis management to counter cyber-attacks. The government needs to improve and strengthen information security.”

NISC meeting: On September 25, the National Information Security Center (NISC) under the Cabinet Secretariat held an emergency board meeting for the Information Security Promotion Conference with Division Directors from each ministry and agency, given the recent cyber-attacks on the Japanese government. The NISC requested them to improve the security of their websites and asked relevant independent administrative institutions and national universities to strengthen their information security. The meeting agreed to establish a task force, CSIRT, at each ministry and agency to deal with any damages after a cyber incident in a timely manner.

Cyber-attacks on the website (Chugoku Shimbun): It was found out on September 27 that the website for Chugoku Shimbun members was cyber-attacked from overseas. Chugoku Shimbun is a newspaper company based in Hiroshima City. It was not defaced but access logs show that the malicious actor attempted to display the image of China and the Senkaku Islands as well as a Chinese and English message to claim the territory must be defended. The website is called “Chugoku Shimbun Chupii Club” to provide information on events for subscribers. The monitoring system for the server detected unauthorized accesses around 11:55pm on September 25. Indeed, the website saw unauthorized access once each from a server in China and the United States about ten minutes ago, and they destroyed a program file to display the website. The newspaper company shut down the website about one and a half hour later. The website of the Chugoku Shimbun apologizes for the inconvenience caused by the server trouble and explains that some digital service is still unavailable due to this incident.

Tokushima Counter Cyber Terrorism Council: The Tokushima Counter Cyber Terrorism held a meeting with the Tokushima Prefectural Police and critical infrastructure companies at the Police Headquarters on September 25. Fumio Kumegawa, Director, Security Bureau of the Police referred to a series of cyber-attacks on the Japanese government including the Supreme Court and private companies after Tokyo purchased and nationalized the Senkaku Islands. “It is important to prevent any damage and expansion. We want to expand the network of the public and private sectors to collaborate together.” He asked for higher alert and more robust cooperation to minimize damages of cyber-attacks and crimes.


September 26:
Website defacement (Kobe City Government): On September 26, the Kobe City Government announced that the website was defaced to claim that the Senkaku Islands belong to China and the city shut down the website temporarily. The defaced website is a part of the Intelligent System to Counter New Types of Flue. The website is in a Mozilla Firefox format and it was defaced to display a Japanese, English, and Chinese message, “Diaoyu Islands are China’s!” with a signature of “hacked by QQ: 61995987.” So far, the city has not found any other damage such as computer virus infection other than the defacement. When a municipal government official checked the website around 5pm on September 26, nothing unusual was confirmed. Around 4:40pm on the 26, another official realized the incident and pulled out a LAN cable to shut down the website. The city found several suspicious files on the server of the Monitoring System for Environment on September 19, and reported these incidents to the police.


September 28:
The full restoration of website (the Supreme Court): The website of the Supreme Court fully became available again in the morning on September 28 after the restoration work for the past two weeks seven days. The Supreme Court shut down the website on September 14 and it became partially available on the 21st, although a part of the system including the one to search judicial precedents and judicial statistics still remained unavailable.

Website defacement (Mito City Government): The Mito City Government announced on September 28 that the website to share information on civic activities, "Comitto Hiroba (Forum for commitment)," had been defaced to post a Chinese message that the Senkaku Islands belong to China and a Chinese flag. The city has not confirmed the leak of personal identifiable information or the infection of computer virus.

An official realized the defacement around 8:30am on September 27 and the city made the entire website unavailable to the public within 20 minutes. The city is now trying to find out the cause and uses a different server.
