On July 2, the National Police Agency (NPA) announced that they would establish a new post, Deputy Director-General (Cybersecurity Strategy) for the Commissioner-General Secretariat because cross-sectional efforts are indispensable to counter cyber threats. The Agency has several cybersecurity related sections including the Security Bureau to deal with cyber terrorism, the Community Safety Bureau to investigate Internet crimes, and the Info-Communications Bureau to provide technical support.

Motohisa Suzuki, Deputy Director-General for Policy Evaluation, starts holding the additional post on July 4. He is in charge of policy planning based on information channeled by each bureau and serves as a point of contact for private companies and foreign investigation agencies to cooperate together. The four priorities are as follows:

  • Improve the police capability to deal with cyber crimes, which threaten people’s living
  • Improve the police capability to counter cyber-attacks on critical information/intelligence and systems for the country
  • Strengthen international cooperation
  • Tailor the policy system of analysis and law enforcement, based upon advancing information technology and law amendments

In May 2010, the National Information Security Center (NISC) devised the “Information Security Strategy for Protecting the Nation,” based on which the center annually published national information security plans, “Information Security 2010” and “Information Security 2011.” On April 26, 2012, the NISC released a draft of “Information Security 2012”, which includes nine goals for the NPA. The new Deputy Director-General will have to craft and enforce a cybersecurity policy in accordance with the “Information Security 2012.”

  • Strengthen a public-private partnership to counter cyber terrorism against critical infrastrucgture (the NPA)
  • Collect indications of cyber terrorism in a timely manner and strengthen intelligence collection and analytical capability (the NPA and the Ministry of Justice)
  • Improve the Computer Security Incident Response Team and strengthen cross-sectional cooperation (the Cabinet Office and all the ministries and agencies)
  • Promote information security measures to take at companies that deal with critical information for the country (the Cabinet Office and all the ministries and agencies)
  • Establish a system to share information about cyber-attacks between the public and private sectors (the Cabinet Office, the NPA, the Ministry of Internal Affairs and Communications, and the Ministry of Economy, Trade and Industry (METI)).
  • Strengthen information security for smart phones (the Cabinet Office and all the ministries and agencies)
  • Strengthen countermeasures against illegal computer accesses (the NPA, the Ministry of Internal Affairs and Communications, and the METI)
  • Contribute to establish international rules and regulations for cyberspace (the Cabinet Office, the NPA, the Ministry of Internal Affairs and Communications, the METI, and the Ministry of Defense)
  • Participate in international conferences (the Cabinet Office, the NPA, the Ministry of Internal Affairs and Communications, the Ministry of Foreign Affairs, the METI, and the Ministry of Defense)
